Title: How to create an armor?

I have all parts to create a tactical vest, but I can not use galvanic or insulated vest, they are greyed out.

Did you activate the tactical vest blueprint by using it in your inventory?

Yes, I did. But the problem was that I used an armor for it and not the component.
