If you take the crafting perks which increase the effective quality of an item, does that increase the amount of skill you need to have in order to craft the item?

No. If a component is quality 100, you just need the skill to make a quality 100 item, but you get the benefits of having used a quality 120
item component (typo, sorry). Similarly, if a feat reduces some part of the result (like Armor Sloping) that doesn't reduce your skill requirement either. Crafting feats change the output of a recipe, not the input or requirements.
