Title: Tattoo feats?

I was Checking the builder not too long ago and i saw tattoos as feats and i have looked everywhere and i have no idea how to get them or what you need to do
does anyone know?

Randomly generated location on Core City Sewer. I'm not sure if it requires Expedition or not, tho, since most of the new things in latest patch requires it.

Expedition is needed to get tattoo.
