Bugs / Blueprints disappeared bug?

After completing the Drill Parts mission and reporting to Hadrian, new blueprints became available (like TNT and Shield). However, now both Ezra and Lucas only sell those Blueprints. They do not sell any of the other blueprints (like Goggles, Psi Headband, etc.).  Is this a bug? If not, I need to hold off on finishing the drill mission until after getting all the blueprints I might ever need from them.
