Bugs / Fishing Crash w/ Screenshot

Trying to place a fishing rod in either of the two red circles causes my game to crash.

Bugs / Guard Stationed Next To Stairs in Embassy (Junkyard)

I ran out of quests to do and need a few more lvls to unlock all the doors. I decided to explore the embassy. After exploring all of the basement I tried to leave. It looks like while loading from the basement to the ground floor of the Embassy the guard is detecting my character the entire time. When the area finally loads he is already at orange detection. I am unable to move or initiate combat causing him to just turn to me and kill me. I have 126 stealth (100 + 26 stealth cloak) yet I am unable to leave the area because of this guard.

Suggestion: Remove that guard or move him further from the stairs.
