He didn't give me the option even though i've listened to his story. Also there's no dialogue option to ask about this later, ie. after retaking the black crawlers gang hideout.

Yeah, you can miss unlocking Kevin if Dan goes to Core City before revealing the information to the player. I'll add info about him to more people in Foundry as to avoid problems like this.
