Title: Efreitor Denzil not appearing?

I went to the Institute's courtyard and Efreitor Denzil was not located in the courtyard? apparently i need to atleast speak to him to progress the story, but my maingoal is getting the supersteel instructions from inside for now. Is there some sort of quest I have to do in order for him to appear? or is he just always supposed to be there?
