Plenty of NPC wearing them, Tchortists  providing it free.
Could be found in caves near SGS for example, and in other places.

NPS's armor doesn't show up as a hooded armor on my character. caves? where did first missions ?

What're you talking about exactly? Got a screenshot of an NPC wearing whatever it is you're looking for?

1) On character(without hood)
2) On npc(with hood)
the same armor(  leather overcoats)
But i also can't find simple 3)robe
