While I can confirm that on a boring old normal keyboard the behavior is the same, there are already letter hotkeys for reloading.  Hold down shift and the qwert keys will show as special function there, showing you which ammo types you have available for the equipped weapon.  No need to hit the numpad, especially since for you it's physically separate from your shift.

This seems to be related to the behavior of the keyboard itself - where holding shift and using the numeric pad threads the pad as if it's in non-numeric mode, regardless of the state of num lock. I'm not sure I can handle this in any way in XNA.

There's probably a way to do it on lower level, but I just use XNA stuff for all the keyboard and mouse input. Not really worth going into it too much as it's not a big issue.
