Bugs / Can't meet Ferryman

Hi everyone. It's my first walkthrough of Expedition, and i think i have a bug. Everytime I call Yakhota and ask her about Ferryman, she tells me that he is on Mutie Island, no matter how many locations i went through and how much time passed. But when I coming on Mutie Island south part he's not there. I tried to stalk him (going through both parts of island back and forth)  but it's not helping at all. Maybe someone can explain, is it bug or i'm an idiot and trying to reach him in inappropriate time (i'm on health institute quest right now)
