Title: Exploding ship random encounter bug

I shut the valves and saved the terrified man.  He said somebody from core city was coming to pick him up.  This was many hours ago in-game, and I've been through this map many times since then; it never despawned.

Fixed for the next patch. It'll work for the newly-spawned boats only, though.
