General / Eliminating the pirates

I'm pretty sure I've killed every single pirate. I've cleared out both bases plus the mini-outposts.
But, when I contact Yohota and ask her about the pirates, she says there are still a lot of jetski patrols and they're still up to something.
Is this normal? What did I miss?

Russia? Ukraine? Somewhere in Western Europe? Chicago or New York, USA?

This is nothing but my own curiosity at work, the answer has no impact on my enjoyment of the game. I just wondered if if is something the developers thought about.
