If go to Lemurian Health Center after opening Arch Keep and preventing kidnapping, Oldfield will call via NavCom and demand "to speak with him urgently", but the option won't appear in dialogue. It appears only after you make a report about Nexus of Technology and Horticulture center and re-enter Black Sea (and after telling him the story he'll promise to "contact you about more tasks" despite already doing so).
