Title: Kaya quest

It appears that player has no other option than to tell Ion that entire group died even if you let Kaya escape (possibly unintentional) unless you persuade her.

Also making her join Protectorate has no consequences. There's a bugged dialogue with Consul about her.

Fixed Consul's response. Still got a save of that Ion conversation?
