On level 3, the more SE console has a few gate toggle options, one of which is "toggle surveillance gate" which does nothing and doesn't give an error message. There is a gate on the east side that can't be opened. There is another option on one of the consoles that doesnt work but it tells you there is an error (I think this is the room that has one breakable wall section). I was wondering if the surveillance gate is the room on the east side?

No, the gate on the east side cannot be opened (what's behind it is reserved for the Apex Dominating edition of Underrail). The surveillance office is the room you're looking at when using the SE console. The single functional gate wing should open and close, but the option was indeed bugged, so that's been fixed for the next patch.
