Title: 1 quality medium frequency shield modulator!

Looted from the De Pacino's gang corpses, one of their energy shields had that component, figured out after I disassembled the device, the part had no quality at all or 1.
I attach the screenshot.

Fixed for the next patch. When secondary modulators are generated their quality is not properly set.
