Title: Heavy Metal damage bonus

Heavy Metal damage caps at 95% armor penalty despite description saying total armor penalty like Heavyweight which includes additional AP from boots and helmet even if suit already sets it to 95%

Total armor penalty is always capped at 95%, yes. Where you hoping for it to count the uncapped raw value?

Total Armor Penalty goes above 95% (despite the visible number) for the player if you wear too much heavy stuff so even if you have lots of MP, it gets reduced to 0.

thats with crit power and metal gear with tungsten in every slot, dense foams, and a regen vest
the 2nd number is with supersteel instead

Total just means from all sources, not just the armor suit.

I believe OP tried to say that the damage bonus from total armor penalty for Heavy Metal feat is capped at 95% when it shouldn't have a cap, it's just a damage modifier depending on the sum of armor penalty from all armor pieces (50% or 75% x total armor penalty).

95% from armor, +30% from helmet, +28% from boots = 153%, not 95%
thats how heavyweight works
but apparently not how heavy metal works
