Title: Renegade soldiers Protectorate quest (again)

Posted this last year and I am doing it again.

Convincing Cathcart to investigate Holloway's claims gives the same reward as simply scaring/persuading holloway to surrender, making investigating claims option just pointlessly long walking between the two locations multiple times.

I think it would make sense if this option gave player bonus XP or a better reward from Consul.
