Title: holloway fight

Unsure if this is important but if you attack Holloway, some of his soldiers stay neutral at the start of the fight if you win the initiative roll until you attack one of them.

As long as they eventually turn hostile, it's not important. Holloway has a different setting for broadcasting his hostility than the rest of his soldiers cause of the [REDACTED] way you can finish this quest, so that's likely where the quirk comes from.
