Title: Greave Armor Penalty Bug

When you craft steel greaves with high density foam padding, it adds 1% armor penalty compared to soft foam padding. When you craft tungsten steel greaves with high density foam padding, it adds 2% to armor penalty compared to soft foam padding. No other component works like this, so I assume it's a bug.
