Firstly, as far as I know (I only watched the old cartoon, I'm old) Shredder is a ruthless martial artist without psychic powers.
Next, this build is going everywhere and doesn't focus on nothing, generally builds have a very strong focus on only a couple offensives.
I'll say a build based on fist, bleed, stealth, intimidation and throwing is viable and represent Shredder well enough. If you want a bladed metal armor while still benefitting from lightning punch, you'll need to wait a high level to combine nimble, metal sloping and body weight training.
