Title: Gatler and His Gang Not Hostile to Tchortist

If a Tchortist patrol and the Gatler's gang are in the same area they'll not be hostile to each other. This makes little sense as Tchortist do not get along with bandit groups, it also most likely applies to protectorate patrols if they both intersect.
