Title: Mysterious Lady of free drones never spawns and talks to me

I persuaded the bandit to tell me who they were at the train site and left them alone - I told Captain Harve that I couldn't find the train either. However I've played another 10 hours and no mysterious lady ever talks to me, and I am barred from the protectorate and free drones questline.

Did I encounter a bug? Is there a way to trigger the mysterious lady to talk to me?

she's in core city train station. try there

Lower underrail, yea? I've been taking the train over and over again to try to trigger her to talk to me.

Can you tell me where she usually is on that map?

Yea, they did.

I checked but there's no one there - I guess I'll have to go on without completing those quests.  :-[
