What are the crowd control options for non-psionic non-crosbow users?
Obvious one is molotov cocktails and flashbang grenades. But after single use there is a cooldown.
Anything else for ranged fighters?

Burst fire with the suppression feat.

There are craftable 5mm shock bullets, but I'm not sure if they actually stun or just add electro damage. 8.6mm incendiary rounds can set enemies on fire, but good luck finding the blueprint for them; I never did.
Also, don't forget about chemical pistols. They have great CC potential.

Traps!
Dirty Kick, Cheap Shots for melee.
Combo, Pneumatic combat gloves for punchers.

Stun nades, mk5 nades (if everything dies, everything is under control :P), emp nades (for bots), shock bolts (for crossbows).

Flashbangs and molotovs you already know, 4 turns of cooldown.
If you have mechanics and 65 chemistry, you can craft incendiary rounds rounds to have a 35% to set target on fire and scare him off, but it's unreliable and 65 in chemistry is quite much. In my experience Blaine form underpassages sells it from time to time.
Dirty kick can be used with any weapon but if you don't have any points in melee you probably won't hit with it.
Kneecap shot to outrun single enemy.
My favourite is taser. 10 AP for short range 1 turn stun, with only 3 turns of cooldown.

Also one of the best ways to capture Sarine.
