I've got the quest now to infiltrate the Institute of Tschort but everybody in the Area is gone the house is empty.

Okay, he say's something about Upper Underrail, but how do I get there?

From Core City, the uppermost level.

That's it, take the elevator in core city and choose "upper level" or whatever is in the first choice on the top.
