You can get a mission from the shady merchant in the Cantina; he asks you to deliver a package to the warehouses south of the GMS Compound. Upon getting there, a group of bandits asks to see the package, say it's a "Decoy", and effectively attack you. After that, nothing; I don't have anyone to bring to package to, and the quest stays open.
Am I supposed to track him down, did I miss him somewhere ?

Right before the entrance to the GMS compound, you want to enter the small warehouse directly south of it (the one with the fence) just like Jack told you. You need to pick the lock open though but as far as I'm concerned, you don't need that high a skill level to successfully open it. After you've done, you get some cash and his services are available to you.

Ah, many thanks, I overlooked that place for some reason. You don't even need to lockpick your way in.

Where is the shady merchant? Is the Cantina in the Junkyard area?

It's the cantina in SGS, the large area where you speak to tanner. Jack stands by the upmost corner.

Can someone tell me where Quicksilvers Package is, the description seems vague to me, I have found the bandits, but I have searched more or less anywhere I can think of. I did find a locked gate beside Essie and I have 17 in lockpick skill and a lockpick, But I cant open that game, is it somewhere else?

You're welcome, you can steal anything unless someone see you do it, so stealing everything that is possible in SGS without getting caught leave you with a great early advantage. :)
