Hello.
Playing 1.0.1.10.
This must be a bug.

When choosing the Persuade option (I haven't invested in persuasion) I got a violent response (FAIL), but nothing happens. Combat isn't trigering. I can still talk to them afterwards.

What? Yea, it IS bugged.(unless this is intended)
I am betting my money on "dialogue showing for only those who have low persuasion". I have higher persuasion and I have NEVER seen this option before.

I don't think it is a bug. You just fail your persuasion check and you still can continue your conversation. Seems ok to me.

I disagree. After failing that conversation, the guy says something and Fight! is shown as a reply.

But not only "fight" option, right? Because I triggered these conversations in the past, it seemed ok to me, loaded couple of times and tried different options. Still it's your option to make agressive moves and fight. "Fight" is one of your option, if I remember correctly. They are still not attacking, as long as you are not taking "fight" option or other agressive measures against anarchists.

Fight! isn't an selectable option.

It's a bug. Sometimes characters react to your failed attempts at persuasion/intimidation with hostility. "Attack!" is most often used when you have a choice to initiate combat, while "Fight!" is used when combat is unavoidable, like in this instance, so you can use that as a guide.
Fixed for the next patch.
