Title: Unable to get last scrappers quest

 Can't get quest Kill Blaine.
Eddy's dialog contains only 2 options:
Tell me about scrappers and i'll be going.

Previous quests were completed succesfully.
What is wrong?

You need to talk to the dock master  about finding Blaine for the Black Eels quest " the one Silas gives you after u finish missing cargo ".Only then you can know about their feud ...talk to Eddy again and an option to take Blaine's head will be available ... additionally you can talk to Fixer and he will tell why they hate each other .

Thank you, case closed.
I assume this quest is now blocked for me. After i completed the Scrappers quest about wormhole, Silas won't give me any quests.
