According to the feat description it states "health restoring medications", as in health hypos, bandages and regenerative mixtures. I haven't tested if it works with non-medicine sources as that vest but I'd say you should take Fast Metabolism since it affects generally all healing received.

Doctor doesn't affect bandage healing.
Metabolism affects bandage healing and even Regenerative Vest.
Metabolism is not a bad feat and I think I will take it on Dominating for the first time, since I will use all forms of healing at once most likely. (vest/hypo/mixture)

So basically, only reason to take Doctor over Fast Metabolism is if you for some reason really want to dump constitution and have more healing at the same time?
If you plan on taking damage and use healing in combat, you want high con, and can take Fast Metabolism. Only benefit of Doctor is if you want to use bandages at <40% health. That is generally a situation to avoid, and a moot point with regenerative vest?

That's about right, Doctor is mostly a good choice in the early game of noob builds when you're still getting to grips with the game.
