I might be remembering wrong, but in an earlier playthrough, when I hit the first sentry bots, I remember receiving mostly 0 damage.
During this playthrough my character is receiving 16 damage on average.
Now I read about damage threshhold and how given the 21%/3 value, the "reduces 200%" part of the insulated armor applies to the 3.
So only negating 6 damage makes sense.
I just don't understand how the damage reduction was so great on the other playthrough.

I'm pretty sure it's an additional 200%, so it would be 9. If you didn't have boots and/or a helmet the first time around, you either had a higher quality panel or maybe an armor plate in your vest.

Got it. I think I'll just put it aside and focus on enjoying the playthrough.

Having a vest with or without an armor plate makes all the difference.
A vest without armor can have only a small armor penalty like 10%, and something like 3-5 threshold, meaning 9-15 bullet damage stopped. Good for stealth.
A vest with armor will have much higher armor penalty, like 60%, But vastly better mechanical threshold, for example 16-20. Meaning you cant really do stealth, but will ignore 48-60 bullet damage, sentry bots will not even tickle you.
