I'm playing a heavy armor character (currently wearing Tungsten Metal) and have heard a little bit about xyz Frequency Modulator Shields.
Would it pay off to invest in one right now?
I've heard that for a heavy armor character the low frequency is the best route.

Honestly, not sure what your question is, exactly.
There are energy shields.
They are just that: energy shields. EMP damage aside, they are extra protections at no penalty, so they are pretty much ALWAYS worth it.

Yeah, shields are useful for every build, especially for ones that don't rely on stealth. I used mostly tin-can builds in my playthroughs and most of the time I went with low and medium frequency shields.

There're a simple truth that in current version shield is not really "defense" but an extra HP pool regarding some specific types of damage, you'll need the one with highest capacity, Efficiency Energy Converter is always the best choice.
If you have trouble dealing snipers, damage (absorbing) threshold would be the main factor. High/High or Amplified High shield with a 50% mechanical DR metal armor would let bullets bounce off of you.

Once, when played with psionics and high electronics, I managed to found details for Shield, with quality over 150 each.
As result: low freq shield with 2K capacity.
I was almost immortal! Well... if enemy has no EMP grenades...
