Title: How to access Harlan's wares?

According to the wiki Harlan is a merchant, but despite completing three quests for him there is no option to trade with him.

Hey,

You need to go on with the CT questline.

Before you can access the last 2 missions of the CoreTech questline :

You need to beat Chem. Agent in the arena. (Idk if you only need to beat Bull's Eye.)

And you need to know the cornell has the faceless cube. There are a couple ways to find it out.
