After zoning him out i've connected the dots...
He studied medicine with Fixer.

He should drop the robe that reduces Bilocation cooldown!!!

Back in the time, yea, bilocation robe would be pretty standard. But since a while, his drop was just old regular robes.

It's just part of random medical loot, I think. I gave him regular robes to drop along his normal loot in the future.
