Title: Is there something I need to do in Foundry before I can turn in quests?

I have Evidence of Murder and Red Cybernetic Eyeball, but I can't talk to neither the mayor nor the chief because there's a guard in the door way and it says the chief pays no attention because he's engaged in a conversation.

What am I suppose to do/have done before I can actually talk to them?

Right, which is what my problem was, I couldn't even see the mayor fro the doorway which was blocked off by a guard, I had to light myself on fire to get him to move to talk to the mayor.

Was being blocked a bug or intentional?

Sounds like a bug. You should make a bug report with a save attached, where the guard still blocks the entrance if you have it.
