Can someone clarify this for me? Does this mean I literally have to be stealthed and undetected by the target??
Either I'm totally missing something in the game mechanics or this seems pretty useless because it's impossible to not get detected when you're right next to the person. At the very least you'll only stay undetected for a half second...
Is this meant to be applicable at much higher levels?

That's how it works and it's possible. Try using some stealth gear and approaching the target from behind.

With some luck, you might already start with some.
I certainly started my sniper with an overcoat +12. Sadly he can't steal. 8)

Okay, I played a bit more and I must make sure. Is this only meant to be applicable at a moderate level? Even with a stealth coat and stealth boots, max agility and max stealth score, approaching from behind- I will still be spotted very, very quickly.
Can people tell me what level they are when doing this?

Who are you trying to pickpocket? Detection scales off of level and perception so if your target is much higher level than you, I can see how you'd have problems there.

Still, even with this feat the detection is too fast and do not have time to move away from the foe

My experience as well with a dedicated stealth character, Ninja Looter seems to carry the promise of stealing from enemies without being detected... but it's still really, really hard, bordering on impossible. I was using stealth gear and a cloaking device and you get maybe 3-4 seconds to steal something, which isn't enough to interact with the suspicion mechanic.

What if you manually enter combat and open loot menu? Shouldnt that give you all the time you want? ive never done any pickpocketing

Nope, You can't start pickpocketing while in combat, and starting combat will close the pickpocketing window.

Ideally, it is better to remove the ninja looter theft loading bar and slightly reduce the detection from the back. I think it will solve the problem somehow. Otherwise, the first part of this feat (reduces pickpocketing time by 50%) is generally useless.

Plenty of feats are underwhelming. Burglar and Snooping come to mind for example.

Snooping is better than you give it credit for. Snooping plus +per goggles and food mean that if you want to explore and get the loot and situational advantage from hidden passages, you can hit those minimums without investing in Per or needing to rely on high-end drugs. Snooping is more useful if you're playing a stealthy or glassy character, and still more useful if you're playing Oddity XP, so I can see why it could look like a poor choice. But it is better than you give it credit for.

I have played my PSI Sniper without Burglar since release. There was maybe a handful of times in three playthroughs were I did not have to abort the attempt and try a little later when a patrol came by or a random critter.
So no, it is not necessary for covert passage. At best it is quality of life feat and that is a generous assessment. If it at least would improve the skill for opening containers by let us say 10% or 15% I might be inclined to say it is useful at least.
