Title: Simple Energy Weapons Build. Is Riot armor "bad" ?

Here's the build I've been toying with. Some questions I had:

- My main concern is that I've heard riot+shield isn't all that great? Keep in mind this is for normal difficulty.

- Would 10 INT be better for boosting High Technicalities rather than 16 DEX?

Go for more int rather than more dex.  Riot armor isn't "bad", it just generally isn't the best choice.  It is the best choice vs melee if you aren't wearing super heavy metal armor or maybe infused sea wyrm leather with dense padding.  Normal is actually easy, and you're a TM energy gunner, so you should only have any trouble near the start of the game.

I would put your spec points in high technicalities and crit power.

Thanks for the input. What would be the best balance between Dex vs Int?

Figure out what would give you exactly the amount of shots you'd like to have while still having at least around 10 int.  However, I've played 8 dex/18 int and did just fine, so it's basically up to you.  You really don't need to optimize this character, especially on normal.
