Title: Lack of availability for high quality paddings

Playing a leather armor centric char and I notice a lack of availability of high quality paddings. Is this intentional?

You can occasionally see high quality (q14x) soft foam padding available for sale from various vendors but for others it just seems super rare, especially for High Density Foam Padding and insulating foam padding.

I mean I'm at the mid-late game right before final area w/ access to all possible vendors for my factions and the highest q high density foam padding I was able to obtain was q11x.

This would be really nice, even if it's locked behind a mercantile gate. Trying to find galvanic padding above q80-90 is really, really tough, even with all the special merchandise unlocked.

Well Marty consistently has Q100~ish paddings of all sorts. It's just seems to be super rare for anything that's Q120+.

I second this, there are some weird gaps in component quality. I think its fine if its gated, but it should exist somewhere.

I found my first q140 padding this run! Unfortunately it was in DC  8)
