Title: Be able to convince the SGS to help the Black Eels after Tanner is gone

As i often do, i finished the main quest before doing side quests. Its always weird to me to do side quests when the main quest is the impeding ending of the world.

After coming back from the Deep Caves i couldn't convince SGS to help the Black Eels in the Junkyard because i can't talk to Tanner.
To me that doesn't make much sense since we were even offered to command the SGS.

Also, after realizing that i went and single-handedly killed every single Scrapper in the Junkyard. Silas still asks for help to deal with them.

kinda obvious since you become big boss with both gorsky and tanner gone
