Title: What's the deal with the new Core City locked building?

In the residential area next to the player's home there's a building with an extremely high hacking check of 145 (possibly the highest hacking check I've seen in the game). After I entered there didn't seem to be anything too interesting except for (the monitors), does anyone know what it is about?

Without giving you too much... long story short, just hear the only inhabitant of the place out. ;)

Also, not sure if a bug, but try to visit him only once, since I got attacked straight away on my next visit.

The house east from your House? I think there is random quest on Waterways where a guy ask you to visit his place. You can enter and loot it any time though.

I found the secret room after careful inspection but there's still nothing to it
