It would be annoying and inconvenient, sure. But so is getting stunned, instakilled or meeting a crawler.

My guess is its either hard to implement the PC moving randomly or it would be too strong for the enemy to have, unlike other debuffs which last maybe 2 turns at most, fear can go up to 8 which is kind of ridiculous.

8 turn fear iы probably possible only with thot patrol. And if you dont kill controller first round you might as well be dead because bilocation exists. So not much much difference. I don't even know why it would be hard to implement. Move away from nearest enemy.
You can even rework stoicism to make your character not fear when lit on fire. And give enemies molotovs. They are probably going to kill themselves though.

He is not, he's just immune to fear from burning. It's rare to find enemies that apply fear though.

Additionally, the PC does not run when affected with fear, though that might change in the next update.

Btw, various intimidation abilities (such as Yell) also count as fear, so fear immunity protects from those as well.
