Title: How to open Game Resourses?

I tried almost 12312 million ways to open weapon file beretta99.item. There is something like code that i cant decode... again i tried too many ways to change numbers and symbols (blindly tryed to catch needed symblos already :D ) and there is no clue. I successed only in one way throuth Cheat Engine, i changed some parameters and it worked even after save/load but after leaving the game all dumped. If somebody knows the name of programm or way to open game recourses please answer! (sorry for bad english, im from belarus :D :D :D).
