 Main weapon is Spear to Impale frozen targets but I also want psychokinesis and AR with W2C bullets for difficult encounters

It could work sure but I’m personally not a fan of having that little of mobility and health. Spell slots are a bit of a concern. I think it’s spreading yourself a bit thin. I also think that your spear will take a backseat to your AR on tough fights

tune up the build, dump will to 7, dex to 3.Feats you need are sweep, fast metabolism, sprint, yell.Get rid off tm, critical power, cheap shots and get intimidation for yell.If you want to use spear outside of impale cd, get taste for blood.Cryostsis and tk punch arent cheap spells, so you want flexibility as well.Also dirty kick, its always good on melee build
