Title: How do you use the psionic transceiver?

Hello everyone. The psionic transceiver's +4 skill boost for each psionic in the vicinity doesn't seem to work for me. I lured a bunch of lunatics in the mall to a single location and got close to them but saw no skill boost. I tried standing close to friendly/neutral psionics but that didn't boost the skills either. Am I doing something wrong or not doing something which I should to make it work?

If it'll help in any way, here's an image collage.
In the first one I was in an area just before the mall with no psionics, besides me, in sight.
In the second one I lured a bunch of lunatics with a TNT charge.
I also had second sight and all-in buffs.
