Title: Mercantile and Persuasion Synergy

Not sure if it's a bug but just noticed on level up that mercantile does not gain any synergy from persuasion. Top pic is from game, bottom pic is from underrail.info builder.

Synergies cannot boost skills beyond their maximum base value for your current level.
