Title: Possible AI glitch?

I've had it happen a couple of times that when an NPC runs out of ammunition on their gun, they will still try to fire it several times even though it is empty. Is this some kind of glitch in the AI behaviour?

Pretty much. It's a known bug and has been around for a while. Will get fixed at some point (hopefully).
