Title: Stealth sniper build - first time player - Normal/Hard difficulty

Hello,

I'm looking for a good starter build that utilizes Sniping and Stealth (with a little bit of Psi for utility). I've found a couple online

I'm planning on play Normal or Hard difficulty first (DLC uncluded).

Just at a cursory glance, both build over-invest in some skills. Overall, they seem good and would be fine for a run on normal and probably hard.
