Title: Loop when paying for Junkyard Wormhole access

If you decide to pay Dockmaster Silas for wormhole access instead of doing his quests passing a mercantile check, Silas still offers debtor quests and doesn't acknowledge that you already paid for wormhole access.

If you pay without using mercantile, the Black Eel questline advances to "Finding Blaine" like normal.

Scripting bug. Fixed for the next patch.
