General / Where to find the Lockpick Blueprint

Hi all,

the October update brought a blueprint for creating lockpicks into the game (according to the update log).

Can anyone tell me where to find one?

The wiki states it can be bought from Ezra after finishing the Find the drill part quest but he ain't selling one.

I've done this quest quite a long time ago. So maybe because my game is from before the update it doesn't work?
