Bugs / Game refuses to launch

I tried nearly everything. I searched far and wide for a solution but the game just wont launch for me. I'm heartbroken and desperate at this point. When i try to start it nothing comes up, just steam will say for 5 seconds that I'm playing it. I bought this new so it never ran on my machine.  There also is no Folder under Documents\MyGames. Maybe someone has an Idea that I could try?

System:

Asus PRIME X370-A X370
AMD Ryzen 5 2600X
MSI 8GB D6 RTX 2070 Armor 8G
16 GB DDR4 RAM
Windows 10 Pro 64bit

So far I've tried:

- Reinstall XNA Framework 4.0 (about 20 times)
- Reinstall all Runtime Librarys with AiO
- Verify/Repair DirectX
- sfc /scannow and DISM.exe /Online /Cleanup-image /Restorehealth
- Verify Underrails local files via steam
- Reinstall the Game
- Run the game in various compability modes and as Admin with everything Anitvirus related turned off and the folder and the .exe added to every exception list i could find
- Reinstall the game with Antivirus off
- Reinstall XNA with Antivirus off
- Updated drivers
- unplugged my second screen (some games have weird issues like this lol)
- checked for Data Execution Prevention being set to default
- moved the game via steam from my ssd to my m.2
- closing everything that didn't need to run to prevent compability issues
- Reinstall XNA Framework 4.0 another 20 times because that's what fixes it for everyone else
- Fresh Windows Media Player Install
- Forcing Underrail to launch in 32bit mode

I also had DebugView running for the most part and it shows absolutly nothing when i try to start the game (by the .exe, not by steam).

One weird thing is that when I verifiy the Files Steam usually tells me there is a single file missing and either updates Underrail for 2 seconds or updates Steam Common Redist.

I really hope someone comes up with an Idea.

Just please don't make me reinstall Windows, thank you.
