Have to bump this as I am experiencing the same issue, he told me "Now we wait" and then disappeared.

Bugs / [Spoiler] Helping Lenox Pierce

On the stage where you're supposed to go to Core City to find out more about Patrick's history with Praetorian, as I understand it, there's two method to find out the fact that Patrick was involved in Operation Banishment and more details on the organization Spectre.
One of them is by paying Jon the Beautiful (to find out about the operation) and then Oskar (to find out more about Spectre). This method seems to be working fine, I suppose this is for those who decided not to work for Praetorian Security.
The other method that doesn't require you to spend Charons is to simply ask Lt. Stratford inside the Praetorian HQ, however since he is only accessible by those who work for Praetorian, I suppose you have to be working for them before you can go with this method, the issue here is there's no option on the Lieutenant's dialog to ask him about Spectre after he gave me Patrick's file even though he offered the information. Basically I had to pay Oskar for the Spectre file instead of getting it for free from him, now the funny thing is, I decided to check the Lieutenant's store after offering the clues to Lenox and before getting the reward money from Jack and the option was there.
Edit: Also another small thing that I noticed, there was no option to ask Oskar about Patrick when I just got to Core City, the other merchants does offer the option though, the merchant next door even told me to ask Oskar when I asked her.
